[Remote] Senior Human Resources Specialist (Staffing & Recruitment)
Note: The job is a remote job and is open to candidates in USA. Starks Industries is seeking Senior HR Specialists to support a federal client by performing staffing and recruitment services across the full hiring lifecycle. The role involves job analysis, applicant evaluation, and selection support activities.
Responsibilities
- Consult with managers to support recruitment strategies using appropriate federal hiring authorities
- Conduct job analysis and develop specialized experience statements and assessment criteria
- Develop and post vacancy announcements using USA Staffing
- Use and support assessment tools such as USA Hire, structured resume reviews, and structured interviews, as applicable
- Review applications for eligibility, qualifications, and veteran preference
- Rate and rank applicants in accordance with federal staffing requirements
- Coordinate rating panels, when applicable
- Issue certificates of eligibles and prepare candidate notices/results
- Conduct quality reviews of staffing case files before extension of employment offers
- Respond to inquiries from supervisors, hiring managers, and applicants
- Perform general, specialized, or targeted outreach recruitment efforts
- Draft or assist in the development of job aids supporting USA Staffing, USA Hire, and staffing processes
- Perform work in accordance with DOJ and EOUSA policies, procedures, and applicable federal regulations
Skills
- Minimum 5 years of Federal Government staffing experience
- Experience with federal hiring processes and qualification review
- Familiarity with structured assessments and applicant evaluation methods
- Current, active Delegated Examining (DE) Certification – REQUIRED
- Ability to maintain DE certification throughout the contract period
- Ability to obtain and maintain a Tier 4 Public Trust background investigation
