[Remote] Journeyman Human Resources Specialist (Staffing & Recruitment)
Note: The job is a remote job and is open to candidates in USA. Starks Industries is seeking Journeyman HR Specialists to support a federal client. The role involves performing staffing and recruitment support services, including applicant screening, qualification review, and documentation of hiring actions.
Responsibilities
- Support development and posting of vacancy announcements using USA Staffing
- Assist with job analysis and development of qualification criteria and specialized experience statements
- Screen applications to determine basic eligibility and qualifications
- Review candidate information for eligibility, qualifications, and veteran preference
- Support rating and ranking of applicants
- Assist with coordination of rating panels, when applicable
- Prepare staffing documentation, candidate notices, and certificates of eligibles
- Respond to inquiries from supervisors, hiring managers, and applicants
- Assist with outreach and recruitment activities
- Support quality review of staffing case files before employment offers are extended
- Assist in drafting or updating job aids related to USA Staffing, USA Hire, and staffing processes
- Perform work in accordance with DOJ and EOUSA policies, procedures, and applicable federal regulations
Skills
- Minimum 3 years of Federal Government staffing experience
- Experience supporting federal hiring and applicant review processes
- Knowledge of qualification determination and staffing documentation
- Current, active Delegated Examining (DE) Certification – REQUIRED
- Ability to maintain DE certification throughout the contract period
- Ability to obtain and maintain a Tier 4 Public Trust background investigation
