[Remote] Project Manager-III
Note: The job is a remote job and is open to candidates in USA. Dice is seeking a Project Manager-III to support the Child Support program's modernization effort in Wisconsin. The role requires extensive experience in project management and application development, overseeing multiple projects while coordinating with various stakeholders.
Responsibilities
- Lead projects supporting the Child Support program's modernization effort
- Manage projects, coordinating with stakeholders, and ensuring timely delivery
- Managing action items and backlog
- Tracking risks and issues
- Preparing instructions, preparing meeting agendas and minutes
- Preparing and managing communication plans
- Assisting with process improvements
- Tracking resource allocation
- Preparing status reports
- Managing work plans
- Serving as a liaison between business and technical partners
Skills
- 10+ years of experience in project management
- Experience in application development and system modernization
- Expertise in Agile and waterfall methodologies
- Proficiency in MS Office Suite
- Experience with automated project management tools
- Experience with creation of detailed workplans using automated tools
- Excellent oral and written communication skills
- Experience in Technical Writing and Documentation
- Application Development and Support project management– all phases of the systems development life cycle – supporting a large system (Health and Human Services, Insurance, Banking, etc.)
- MS Product experience (Excel, Outlook, Project, Word)
- Experience with system modernization projects
- Experience completing Unit/Development Testing, Systems Testing, and Supporting User Acceptance Testing
- Experience with SharePoint including administering access
- Experience working with a business customer to document requirements, analysis, and design deliverables
- Experience with project management related to data conversion and data management
- Knowledge of and experience with systems analysis and design techniques
- Knowledge and understanding of standard project management industry practices such as the PMI's framework
- Experience documenting risks and developing mitigation plans
- Identifies, tracks, and ensures resolution of issues and removal of barriers
- Candidates must be WI residents or willing to relocate within 30 days at their own expense
- Knowledge and experience with child support system certification
- Experience executing and documenting the Test Deck for IV-D system Certification
- Financial and Case Management Child Support Enforcement: Systems development and maintenance experience
- Experience with an ALM tool (Azure DevOps, JIRA)
Benefits
- 90-100% remote but can require staff to come onsite as necessary with sufficient notice. Onsite work is not likely, but candidate should be prepared to come onsite if required
- Candidates must be WI residents or willing to relocate within 30 days at their own expense
- Candidate must be available to perform all work during the Central Standard Time (CST) business hours 9:00 am – 3 pm (or CST hours as defined by the hiring manager)

- Technical specifications of hardware are: Home Internet Service: Minimum 20 Mbit down and 5 Mbit up. Capability to plug in network (cat 5a or better) cable to the computer.
- Windows Computers: Operating System: Any currently supported version of Windows 11; Memory: Minimum 8 GB, Preferred 16 GB+; Processor (CPU): 64-bit; Graphics card that supports Direct3D 11 Video; Installation of the latest Omnissa Horizon Client
- Apple Computers: Operating System: MacOS: Any currently supported version of MacOS 13 or higher; Memory: Minimum 8 GB, preferred 16 GB+; Processor (CPU): Any 64-bit Intel-based Mac or ARM M-based Mac; Installation of the latest Omnissa Horizon Client
- It is required to have full audio/video conferencing capabilities (camera and headset).
- It is expected that you will update and maintain your hardware to always be compatible with the most current version of the Omnissa Horizon Client
- Selected candidate will not be assigned specific work-space however, may be required to report in person as needed with minimal notice.
- An in-person interview may be required before a final hire is made. The hiring manager has discretion to allow phone or video interviews at any point during the process.

- The selected candidate will be required to sign all onboarding documents as part of the onboarding process.
- Candidate will also be required to complete any security training as directed by the division, department, or agency.
- The selected candidate will be required to complete a criminal background check and any fingerprinting as required by the position.
- This position is budgeted for 1960 hours annually. Hours will be prorated the first year based on start date.
