[Remote] Human Resource Specialist (Workers' Compensation Program Specialist)

USAJOBS is seeking a Workers' Compensation Program Specialist within the Human Resource Management Office of Compensation, Benefits Strategy and WorkLife. The role involves providing technical expertise, analysis, and guidance in Federal Workers' Compensation support services to the U.S. Department of Transportation.
Responsibilities
- Incumbent serves as a workers' compensation program specialist tasked with working on challenging case management activities and program management assignments
- Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional
- Applies experience and comprehensive knowledge applicable to his/her discipline to plan and conduct functional activities for projects/programs
- Assignments frequently require knowledge and experience working across functional and/or organizational lines
- Typical assignments include; independently reviewing national program issues, recommending policy and procedures to senior level staff, performing comprehensive case management of OWCP claims, and providing sound advice and guidance to managers, supervisors, and employees
- The division manages all workers' compensation claims DOT-wide, and provides comprehensive/expert guidance and direction to both internal and external customers
- Independently plans time
- Identifies, plans, and organizes available resources to accomplish projects/programs/activities
- Makes optimal use of resources to complete activities within established schedules
- The incumbent ensures that program management is in accordance with government regulations and procedures and in a manner consistent with all DOL, DOT, FAA, and AHR performance targets and metrics
- Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or develop new approaches
- Assignments regularly require interpretations of internal and external policies and extrapolations from precedents
- Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional
- Develops and recommends approaches to address current and anticipated problems and issues
- Work is reviewed rarely, typically though status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities
Skills
- US Citizenship is required
- Selective Service Registration is required for males born after 12/31/1959
- At least one year of specialized experience equivalent to the FV-H, FG/GS-12 level
- Experience in the effective management of federal workers' compensation claims
- Experience and applied knowledge of federal workers' compensation regulations and procedures
- Education cannot be substituted for experience
