[Remote] Associate Project Manager Series

The Metropolitan Transportation Authority is seeking an Associate Project Manager Series to oversee chemical engineering functions for bus fleets and facilities. The role involves managing chemical analysis activities, supervising projects, and ensuring compliance with regulations related to maintenance and engineering initiatives.

Responsibilities

  • Manage and oversee all chemical analysis activities supporting bus fleet operations
  • Supervise chemical engineering projects for the Department of Buses, including planning, assigning, reviewing work, and preparing progress reports
  • Conduct and oversee complex research, investigations, studies, and examinations related to chemical engineering functions, activities, and projects
  • Perform Preliminary Product Evaluation Criteria (PPEC) evaluations of bids and future contract awards for chemical products as assigned by the Director
  • Review laboratory reports for diesel fuel, antifreeze coolant, engine oils, transmission fluids, traction motor fluids, heating oils, DU oils, and other chemicals delivered to bus depots
  • Review used oil and used coolant analysis reports and provide recommendations regarding fluid condition and replacement requirements
  • Establish and communicate fluid condemning limits and maintenance recommendations to testing laboratories
  • Provide technical support to bus depots regarding sample collection procedures, laboratory results interpretation, and corrective actions
  • Coordinate the submission of maintenance fluid and filter samples to Inspection & Testing or external laboratories as required
  • Respond to technical inquiries and requests from bus depots, Central Maintenance Facility (CMF), Contract Services, Procurement, Inspection & Testing, System Safety, Facilities, Capital Program Management, and external vendors
  • Develop and update chemical commodity descriptions and related technical documentation
  • Prepare and maintain technical specifications for diesel fuel, engine coolants, engine oils, and other maintenance-related chemical products
  • Review technical specifications and provide subject matter expertise regarding maintenance fluids, chemical products, and fleet-related engineering requirements
  • Support the implementation and deployment of zero-emission and near-zero-emission vehicle technologies within the Department of Buses
  • Review, analyze, and interpret technical specifications associated with electric, hybrid, hydrogen, and other emerging vehicle technologies
  • Provide technical guidance and context regarding vehicle systems, performance requirements, and operational considerations
  • Monitor and evaluate compliance with applicable federal, state, and local regulations governing zero- and low-emission vehicle programs
  • Synthesize regulatory requirements and technical standards to support operational, maintenance, and compliance objectives
  • Plan, assign, monitor, and review the work of subordinate staff
  • Prepare progress reports, technical analyses, and recommendations for management review
  • Participate in cross-functional projects involving fleet engineering, facilities, procurement, safety, and maintenance operations
  • Provide technical expertise and recommendations to support strategic fleet and infrastructure initiatives
  • Travel, as required, to bus manufacturing facilities and vendor locations for inspections, evaluations, testing, acceptance activities, and project support

Skills

  • One year of satisfactory full-time experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more
  • A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects
  • A four-year high school diploma or its educational equivalent and five years of experience as described in '1' above
  • A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described in '1' above to make up the equivalent of five years of education and experience
  • One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) a Master's degree from an accredited college or university in one of the disciplines described in '1' above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect
  • Experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements
  • In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience as described in '1' above in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project
  • In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least two additional years of experience as described in '1' above in a supervisory capacity or have served for at least two additional years as a project manager for a large and/or complex construction project
  • Excellent oral communication, written, and interpersonal skills
  • Knowledge of engineering practices and principles; must have familiarity with EPA, ASTM, SAE, OSHA, FMVSS and NYSDOT Inspection procedures and requirements for bus maintenance
  • Knowledge of the systematic evaluation of chemicals used in bus maintenance such as oils, lubricants, greases, disinfectants, cleaners, etc
  • Ability to concurrently coordinate and direct multiple large and complex inspection projects throughout the project lifecycle
  • Ability to define, anticipate, and resolve issues that may affect the bus maintenance operations
  • Ability to interface effectively with senior management, consultants, and contractors
  • Proficient computer skills (i.e., PeopleSoft, Windows environment, Microsoft Office - Word, Excel, Access, PowerPoint, etc.) including relevant engineering applications and strong business administrative skills (i.e., presentations, report and letter writing, time management, etc.)
