JOB TITLE: Grant Writer TYPE OF CONTRACT: When-Actually-Employed (WAE) UNIT/DIVISION: School Meals and Social Protection Service (PPGS) DUTY STATION (City, Country}: Administrative: Rome (Remote work) DURATION: 100 days BACKGROUND AND PURPOSE OF THE ASSIGNMENT: WFP's leadership in school feeding, including ils role as the secrelariat of the School Meals Coalition, has revitalized global commitments to expanding the coverage of school feeding programmes worldwide. Despite financial difficulties faced by governments, the number of children receiving school meals in 2025 grew to 466 million, although more efforts arc needed to increase provision in low-income countries, WFP nourished the hope of future generations by helping governmenls establish or expand national school feeding programmes, reaching 139 million children, while a.lso directly providi.ng healthy meals, snacks or cash-based transfers to more than 21 million school children, often using locally-produced nutritious food. WFP's vision is to ensure lhat all vulnerable children have regular access to food in schools by 2030. To support country offices, regiona.1bureaus, and headquarter resource mobilization efforts for school feeding, the grant writer will be responsible for leading and crafting high quality and compelling proposals and related research, specifically for countries submilling concepts to competitive and complex funding mechanisms, such as USDA McGovern-Dole. The assignment is remote, with periodic travel lo countries. The grant writer, unless contracted by a country office, regional bureau, or other WFP Headquarter division for a separate deliverable, (ex: Cost-Benefit/Value for Money,SABER-SF, CSP/ACR, Special Studies, etc.), will report to the Senior Multi-Year Projec.ls Officer in School Meals & Social Protection, and lhe country director in consultalion with the Senior Officer when leading a country-specific proposal or research effort. The incumbent will work closely with country office, regional bureau, and headquarter staff during the assignment. ACCOUNTABILITIES/RESPONSIBILITIES: 1.Manage the development of complex proposals for funding of multi-disciplinary school feeding programmes (USDA McGovern-Dole and others) wilh HQ/country office proposal coordinators. 2.Participate in and contribute to programme design workshops and planning sessions. 3.Undergo desk review of relevant documents and programmes to establish country context, national objectives and priorities linked to human capital development, and with country office management vision and strategic leadership, write a compelling and donor-responsive proposal dislilling relevant information from national policy and stra1egy documents, sectoral plans, and academic publications on school he:alth and nutrition programmes. 4.Coordinate information received from country office and integrate into a proposal that meets donor notice of funding opportunity requirements and content for all required proposal sections. 5.Provide clear argumentation that outlines how WFP will support the Government to move closer to its goal and be beneficial, and why WFP is best fit to implement the project. 6.Establish a final set of proposal documents to be approved by country office management and subsec1uently shared with School Meals & Social Protection. 7.Participate in and contribute to annual workshop and quarterly team meetings on corporate portfolio strategy and current developments, and support guidance revision, as needed. 8.In addition to USDA and other proposals, grant writer may use allotted days (lo be covered by requesting office) to: pro,,ide strategic and programme formulation support; write proposals or support resource mobilization efforts; provide drafting support on policies, strategics, white papers; supporl review and adaplalion of school feeding guidance; or work as needed, in supporl to country offices, regional bureaus, and headquarter divisions. DELIVERABLES AT THE END OF THE CONTRACT: Complete proposal, following USDA (or respective donor) guidelines noted in the request for proposals. Additional assignments as agreed with conlracting WFP office. Otherwise, as noted in accountabilities/ responsibilities. QUALIFICATIONS & EXPERIENCE REQUIRED: Education: Advanced degree in Education, Policy Studies, Agriculture, Political Science, International Development, Development Economics, Nutrition, Economics, or a field relevant to international development assistance Experience: At least ten years relevant experience in Strategy Development, education-related programming, combined with experience in either agriculture and food security, nutrition, health or equivalent disciplines. Knowledge & Skills: Extensive experience in development of hjgh-quality proposals, conducting high-level consultations with government, UN agencies, civil society organizations, familiar with WFP mandate and its relevant capacities for supporting host government national school feeding programmes; familiar wilh WFP school feeding policy and strntegy. Successful track record of grant writing, knowledge and experience with USDA McGovern-Dole and/or United States Government Foreign Assistance priorities, including international trade. Demonstrated analytical, writing, presentation, and computer skills. Languages: Excellent command of spoken and written English.
