[Remote] Technical Manager, Software Engineering (Elevare Health)

As a Technical Manager at Elevare Health, you will lead the delivery of complex software initiatives and shape technical strategy while mentoring a high-performing engineering team. This role is crucial in ensuring that digital health products are scalable, secure, and aligned with healthcare priorities.

Responsibilities

  • Lead complex digital health initiatives: Drive the end-to-end delivery of multiple software programs, coordinating cross-functional engineering teams while ensuring projects are delivered on time, meet quality standards, and align with organizational priorities
  • Shape technical architecture and engineering practices: Guide system architecture, cloud strategy, DevOps, and software engineering best practices to build secure, scalable, and reliable digital solutions that support long-term growth
  • Partner with clinical and technical stakeholders: Translate clinical and business needs into production-ready technology by collaborating with clinicians, IMITS, product teams, and external partners to design practical, user-focused solutions
  • Mentor teams and ensure quality delivery: Provide leadership to software developers, establish strong engineering standards, oversee governance and risk management, and ensure solutions meet privacy, security, interoperability, and regulatory requirements
  • Leads end-to-end delivery of complex, multi-stream technical programs, ensuring alignment with strategic objectives, timelines, and budgets
  • Establishes and maintains Agile delivery practices that emphasize engineering maturity, including iterative development, continuous integration, and continuous delivery (CI/CD)
  • Oversees program governance, risk management, and dependency coordination across teams and stakeholders
  • Tracks program progress, identifies risks and issues, and implements mitigation strategies to ensure successful delivery outcomes
  • Works collaboratively with clinical, business, and technical stakeholders to define requirements and translate them into scalable technical solutions
  • Supervises and manages a team of senior software developers and related staff. Recruits, hires, orients and trains team members. Works with staff members to set goals and objectives, evaluates staff performance, determines developmental/training requirements and engages in disciplinary action in consultation with HR Partner, if required
  • Provides leadership and direction to cross-functional teams, including data scientists, developers, analysts, and external partners
  • Supports resource planning including managing budget for assigned area in collaboration with Director
  • Facilitates communication and consensus across diverse stakeholder groups
  • Defines and evolves system architecture in alignment with enterprise standards, focusing on scalability, resilience, and maintainability
  • Leads adoption of cloud-native and hybrid architectures, primarily within AWS (e.g., compute, storage, networking, serverless), with working knowledge of Azure services where applicable
  • Promotes modern architectural patterns, including API-first design, microservices, and event-driven systems
  • Guides implementation of infrastructure as code (IaC), containerization, and environment standardization across development and production environments
  • Ensures solutions are designed for high availability, disaster recovery, and performance optimization
  • Establishes and enforces software engineering best practices, including: Version control strategies (Git-based workflows), Automated testing (unit, integration, end-to-end), CI/CD pipelines for build, test, and deployment automation, Release management and environment promotion strategies
  • Oversees code quality, technical design reviews, and adherence to development standards
  • Ensures effective monitoring, logging, and observability practices are implemented across systems
  • Supports teams in adopting modern toolchains and improving engineering productivity and reliability
  • Provides technical oversight for system integration across provincial health platforms and services
  • Supports interoperability initiatives, with awareness of healthcare standards such as HL7, FHIR, and SMART on FHIR where applicable
  • Guides API design, data exchange patterns, and integration with internal and external systems
  • Oversees design and integration of data platforms supporting reporting, analytics, and operational insights
  • Maintains working knowledge of SQL-based systems, data transformation processes, and reporting tools (e.g., Power BI), while focusing on architectural and program-level concerns rather than hands-on development
  • Ensures data quality, integrity, and availability to support clinical and operational decision-making
  • Ensures all systems comply with applicable privacy, security, and regulatory requirements
  • Leads or supports completion of Privacy Impact Assessments (PIA) and Security Threat and Risk Assessments (STRA)
  • Implements secure development practices, including access controls, encryption, and vulnerability management
  • Collaborates with security and privacy teams to ensure ongoing compliance with provincial and organizational standards

Skills

  • Master's degree in Computer Science, Computer/Electrical Engineering or a related discipline plus seven (7) to ten (10) years of experience in software development and system design, with at least two (2) years in a leadership or program delivery role or an equivalent combination of education, training and experience
  • Experience delivering complex technical programs in Agile environments, with strong understanding of DevOps practices and software delivery lifecycle
  • Demonstrated experience with cloud platforms, preferably AWS, and familiarity with Azure environments
  • Strong knowledge of system architecture, distributed systems, and integration patterns
  • Working knowledge of data platforms, SQL, and reporting/analytics tools
  • Strong leadership and decision-making capabilities in complex technical environments
  • Ability to manage, coach and mentor others
  • Ability to align technical solutions with business and clinical objectives
  • Excellent communication skills, with the ability to translate complex technical concepts for diverse audiences
  • Ability to effectively with others in a team environment
  • Proven ability to manage competing priorities, risks, and stakeholder expectations
  • High level of professionalism, discretion, and commitment to confidentiality
  • Experience in healthcare environments and familiarity with interoperability standards (e.g., HL7, FHIR) is an asset
  • Project or program management certifications (e.g., PMP) are considered an asset
