[Remote] Program Manager
Note: The job is a remote job and is open to candidates in USA. @Orchard LLC is seeking an experienced Program Manager to support a highly visible NOAA program. The Program Manager will be responsible for the overall coordination, management, and successful execution of the contract, ensuring adherence to NOAA policies and maintaining communication with program leadership.
Responsibilities
- Serve as the primary point of contact between the contractor team and NOAA
- Provide oversight and coordination of contractor personnel assignments and performance
- Manage staffing, leave coordination, telework tracking, and personnel support activities
- Conduct regular meetings with the COR to review program status, risks, and upcoming activities
- Ensure contract deliverables are completed on schedule and meet NOAA quality standards
- Coordinate across administrative, financial, grants, outreach, and compliance functions
- Monitor performance metrics and identify process improvements to increase efficiency
- Ensure contractor compliance with NOAA security, IT, and administrative requirements
Skills
- Bachelor's degree in business administration, public administration, science management, or related field
- Minimum 10 years of experience managing complex federal programs or contracts
- Demonstrated experience managing multidisciplinary teams
- Strong leadership, communication, and organizational skills
- Ability to manage multiple priorities and coordinate across diverse stakeholders
- Knowledge of federal program management practices and NOAA or Department of Commerce operations preferred
