[Remote] IT Project Analyst (Military Operations Analyst 3) - 29143
Note: The job is a remote job and is open to candidates in USA. HII Mission Technologies is seeking an IT Project Analyst to manage and execute the Xtractor program under the Crucible initiative. The role involves identifying and maturing technologies to address specific Naval and Department of War capability gaps, while conducting technology scouting and managing technology test events.
Responsibilities
- Manage and execute the Xtractor Program under the Crucible initiative, ensuring effective maturation of mid‑stage technologies (TRL 6–8) to address Naval and Department of War capability gaps
- Conduct technology scouting to identify, evaluate, and recruit 10–15 candidate companies per performance period with relevant emerging technologies
- Perform detailed Technical Assessments for each recruited company, including baseline TRL evaluation, mission alignment analysis, and assessment of technical maturity
- Identify, track, and monitor test and experimentation opportunities across the Department of War and Fleet/warfighting exercises suitable for technology demonstrations
- Develop, deliver, and maintain an Experimentation Event Catalog in an electronic spreadsheet format, updated monthly to reflect new or changing opportunities
- Provide planning, coordination, and advisory support for technology test events, including logistics synchronization and execution oversight
- Support approximately 4–6 technology test and experimentation events per performance period
- Ensure all activities respect government boundaries, particularly regarding inherently governmental functions such as final award determinations, selections, and funding authorizations
- Deliver continuous programmatic assessments, including progress tracking, risk identification, and performance reporting
- Produce the Final Xtractor Program Report summarizing all experimentation results, TRL advancements, operational insights, and investment recommendations
Skills
- 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience
- Bachelor's degree in engineering, science, technology, or a related field
- Experience managing R&D, S&T, or technology‑transition programs supporting the Department of Defense or similar government agencies
- Demonstrated understanding of Technology Readiness Levels (TRLs), particularly TRL 6–8 technology maturation
- Proven experience in technology scouting, industry engagement, or evaluating emerging technologies
- Familiarity with test and experimentation environments, including Fleet exercises or joint/DoD experimentation venues
- Experience planning and coordinating field tests, demonstrations, or experimentation events
- Strong analytical skills with the ability to perform technical assessments and evaluate technology maturity and mission alignment
- Ability to manage multiple projects, maintain program documentation, and deliver high‑quality reports
- Excellent communication skills for interfacing with government stakeholders, industry partners, and technical teams
- Ability to work independently while adhering to boundaries related to inherently governmental functions
- Must be eligible to obtain and maintain a U.S. security clearance (if required by the program)
