Technical Product Manager - STARS

The Technical Product Manager will drive the strategy, development, and execution of technical products from ideation through launch and beyond. This role requires a unique blend of technical expertise and product management skills to oversee complex technical products and collaborate effectively with engineering teams. In a healthcare payer context, the TPM ensures solutions meet CMS, HIPAA, and other regulatory requirements while delivering business value. Job Duties/Responsibilities: Product Strategy and ManagementDevelop and execute comprehensive product strategies for technical products and services. Oversee the entire product lifecycle from ideation to development, launch, and ongoing optimization. Define product requirements, specifications, and roadmaps in collaboration with engineering teams. Ensure products meet market needs, are developed within budget and on schedule. Technical LeadershipBridge the gap between technical teams and business stakeholders through clear communication. Translate complex technical concepts into business value propositions. Work closely with engineering teams using Agile methodologies and development processes. Evaluate technical feasibility and make data-driven product decisions. Cross-Functional CollaborationCollaborate with engineering, design, operations, compliance, and vendor teams. Lead product planning sessions and sprint reviews. Facilitate communication between technical and non-technical stakeholders. Coordinate product launches and go-to-market strategies. Market & Customer FocusConduct market research and competitive analysis to inform product decisions. Gather and analyze customer feedback to drive product improvements. Define and track key performance indicators (KPIs) for product success. Ensure products solve real customer problems and deliver business value. Job Requirements: Experience: Required: 5+ years of product management or business analyst experience in a highly regulated industry. Preferred: Specific healthcare payer experience. Preferred: Experience supporting Medicare STARS, HEDIS, and healthcare quality programs within a health plan or healthcare payer organization Education:

  • Required: Bachelor’s degree in Information Systems, Computer Science, Business, Healthcare Administration, or related field.
  • Preferred: MBA or advanced degree.

Specialized Skills:

  • Required:

Proficiency in SQL for querying and data validation. Experience with ETL tools such as Microsoft SSIS and Azure Data Factory. Familiarity with cloud platforms (Azure/AWS). Understanding of APIs, databases, and modern development stacks. Knowledge of EDI standards and file protocols (HIPAA 837/835/820). Experience with product management tools (Jira, Confluence). Vendor management and SLA performance oversight. Ability to communicate positively, professionally and effectively with others; provide leadership, teach and collaborate with others. Effective written and oral communication skills; ability to establish and maintain a constructive relationship with diverse members, management, employees and vendors; Mathematical Skills: Ability to perform mathematical calculations and calculate simple statistics correctly Reasoning Skills: Ability to prioritize multiple tasks; advanced problem-solving; ability to use advanced reasoning to define problems, collect data, establish facts, draw valid conclusions, and design, implement and manage appropriate resolution. Problem-Solving Skills: Effective problem solving, organizational and time management skills and ability to work in a fast-paced environment. Report Analysis Skills: Comprehend and analyze statistical reports.
