[Remote] Supervisory Program Manager - Homeland Security

Team Carney, Inc. supports the Department of Homeland Security in providing comprehensive training and support services for national border security. The Supervisory Program Manager will lead the Support Services contract, ensuring effective training and safety protocols for border security agents.
Responsibilities
- Lead the Mission: Act as the primary interface for the Contracting Officer Representative (COR) and government stakeholders, ensuring contract deliverables exceed quality, timeline, and budgetary standards
- Empower the Team: Provide strategic guidance, mentorship, and operational oversight to a diverse team of project managers, developers, instructional designers, instructors, and training assistants
- Ensure Compliance: Lead strategic planning and monitor compliance with federal standards, including Section 508 accessibility, security protocols, and accreditation standards
- Manage Resources: Coordinate resource allocation, project plans, risk mitigation, and financial modeling to ensure programmatic success
Skills
- Minimum of 3 years of program or project management experience
- Mastery of modern project management systems (e.g., MS Project, JIRA, or equivalent)
- Ability to obtain and maintain a standard federal background investigation/suitability determination
- Federal government contracting environment highly preferred
- Bachelor's degree preferred
- Project Management Professional (PMP) certification highly preferred
