[Remote] Business Development Manager
Note: The job is a remote job and is open to candidates in USA. LingaTech is a fast-growing IT consulting and staffing firm with deep government experience and expanding capabilities across staffing, modernization, CIO advisory, data, ERP, ServiceNow, cloud, and cybersecurity. They are seeking a Business Development Manager to drive growth across the Maryland, DC, and Virginia government markets by activating existing contract vehicles and expanding relationships in the public sector.
Responsibilities
- Own the MD/DC/VA territory and execute a 12-month plan targeting agencies, local governments, prime contractors, and procurement channels
- Activate and grow staffing opportunities through the DC contract channel and the Virginia VITA contingent labor channel
- Build relationships with CIOs, CTOs, procurement officials, agency executives, program managers, and prime contractors, and expand existing Maryland partnerships into new opportunities
- Meet regularly with MSP, prime, and program contacts to track demand, upcoming requisitions, and submission requirements, and remove barriers limiting contract utilization
- Maintain a disciplined pipeline; monitor RFPs, RFIs, RFQs, IFBs, task orders, renewals, and expiring contracts, and position LingaTech ahead of formal release
- Sell IT staff augmentation (PMs, BAs, developers, QA, data, cloud, cybersecurity, ServiceNow, ERP, infrastructure, help desk) and identify project-based services in modernization, PMO, data governance, cloud migration, and more
- Use staffing placements as an entry point into higher-value service engagements, and act as a consultative advisor aligning LingaTech's capabilities to client needs
- Coordinate with recruiting, delivery, proposal, and executive leadership to ensure timely, high-quality responses and client satisfaction
- Represent LingaTech at regional government technology conferences, procurement events, and partner meetings
Skills
- Proven business development or sales experience in MD, DC, or VA public-sector technology markets
- Existing relationships with government CIO offices, procurement officials, agency leaders, MSP contacts, or prime contractors in the region
- Demonstrated success selling IT staffing, staff augmentation, consulting, project-based IT services, or technology solutions to government clients
- Strong understanding of government procurement, staffing contract vehicles, RFX cycles, task orders, and subcontracting models
- Ability to build a territory from the ground up while activating existing contract channels and partner relationships
- Excellent communication, presentation, negotiation, and relationship-building skills
- Willingness to travel regularly throughout MD, DC, and VA
- Experience with large government-focused staffing MSPs or state MSP models is preferred
- Familiarity with regional public-sector technology trends (modernization, cybersecurity, cloud migration, data governance, ERP, ServiceNow, AI readiness) is desired
- Experience at a growth-stage IT consulting, staffing, or technology services company is preferred
- Familiarity with the Shipley Method or a similar structured capture and proposal methodology is desired
- Subcontracting relationships with major systems integrators, consulting firms, or prime government contractors is preferred
