Program Manager (Remote)
Overview: GovCIO is currently hiring for a Program Manager to own the day-to-day delivery of a large federal health IT program and serve as a primary client-facing point of contact. This position will be fully remote within the United States, with some meeting-related travel. Responsibilities: Directs all phases of programs from inception through completion. Responsible for the schedule and performance of company programs or subsystems of major programs. Acts as primary customer contact for program activities, leading program review sessions with the customer to discuss, schedule, and technical performance. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources. Directs the work of employees assigned to the program.The program is governed through an Integrated Product Team model with regular steering-level oversight, and delivery runs on a two-week sprint cadence inside a weekly client-workstream rhythm. The right candidate is comfortable holding the client relationship, running a structured operating model, and surfacing risk early and plainly Manages one or more programs of size and complexity, may manage an operating/field office, and supervises professional and technical personnel performing in their customary disciplines. Maintains aggressive efforts to achieve objectives. Prepares manpower staffing plans, including skill and labor mix, to support contract operations. May be responsible for recruiting, interviewing, and hiring staff. Monitors contract compliance and deliverables. Acquires follow-on business associated with areas of responsibility and supports new business development. Translate client priorities into delivery direction and represent delivery status, risks, and decisions to the client clearly and credibly. Maintain the dependency map across the seven workstreams and keep entangled workstreams synchronized, so issues are worked before they cascade. Work with the managers to balance staff across workstreams, watching for concentration risk where individuals carry multiple workstreams or where a workstream has thin backup coverage. Maintain the program risk register, surface strategic risks explicitly and early, and own mitigation tracking. Ensure delivery artifacts are accurate, internally consistent, and traceable across documents â a recurring need in a multi-workstream program. Qualifications: Required Skills and Experience: Bachelorâs degree and 15+ years of experience. (or commensurate experiece)7+ years of program or project management experience, including direct management of staff. Demonstrated experience as a primary client-facing point of contact on a complex program, owning the relationship day to day. Experience running a structured delivery operating model across multiple concurrent workstreams, with hands-on dependency, risk, and action management. Working knowledge of Agile / SAFe delivery, including sprint planning, PI planning, and cadence-based coordination  Clearance Required: Ability to obtain and maintain a Suitability/Public Trust clearance. Preferred Skills and Experience: Experience in federal health IT, VA / VHA programs, or other regulated government health environments. PMP, SAFe (e.g., SAFe Agilist / RTE), or equivalent certification. Experience supporting clinical or EHR-adjacent technology rollouts at enterprise scale. Posted Salary Range: USD $145,000.00 - USD $170,000.00 /Yr.
