Context: Established in 1951, the International Organization for Migration (IOM) is the leading inter-governmental organization in the field of migration and is dedicated to promoting humane and orderly migration for the benefit of all. In Cambodia, IOM provides both humanitarian and long term development assistance, ranging from immediate humanitarian support, protection, health, and livelihoods to border governance and counter trafficking. Through the project “Enhancing Safe, Orderly, and Dignified Border Management in Cambodia”, funded by the Government of Australia, IOM aims to address capacity gaps within the General Department of Immigration (GDI), particularly in the areas of migration and border management. By equipping border officials with enhanced knowledge, skills, and tools, the project seeks to ensure that border governance is managed in a safe, orderly, and dignified manner. As part of these initiatives, IOM and GDI will implement a comprehensive capacity-building intervention designed to strengthen institutional systems, with a particular focus on enhancing the investigative interviewing skills of frontline immigration and border officials. These efforts will equip officials to conduct effective, ethical, and evidence-based interviews with migrants, victims, witnesses, and suspects, thereby improving information gathering, case assessment, and decision-making in migration and border management contexts. Importantly, IOM already possesses a robust set of training materials on investigative interviewing skills, which were contextualized to the Cambodian context in 2026, as well as resources on irregular migration and transnational organized crime. The consultant will be tasked with reviewing, updating, and tailoring these existing materials to ensure their alignment with the current needs, priorities, and operational realities of the General Department of Immigration (GDI). The primary output of this process will be a consolidated training package focused on investigative interviewing, blending in elements of identifying and responding to indicators of transnational organized crime in migration and border management contexts. The training package should be practical, operationally relevant, and directly applicable to the day-to-day responsibilities of frontline immigration and border officials, while also contributing to the institutionalization of investigative interviewing capacities within GDI. Led by the consultant, the finalized training package and curriculum will form the basis of a Training of Trainers (ToT) programme for selected GDI officials. Upon successful completion of the ToT, these officials will be equipped to deliver cascade trainings to other GDI personnel, thereby supporting the sustainable transfer of knowledge and skills across the institution. Under the overall supervision of the Chief of Mission, direct supervision of the Program Officer, and in close coordination with the Senior Program Assistant at IOM Cambodia, the Consultant is tasked with supporting capacity‑building initiatives for GDI officials.
